Anybody read it? I heard it's the best in the subject? It's just very expensive

I've read Moura's Mansions of the Moon, but it doesn't go in depth philosophically--it's just more like a manual.

I have not. The most philosophically in-depth study of the lunar mansion I've read comes from the Jyotish, or Vedic astrology, study if the Nakshatras.

It's incomplete, but it's better than most I've found.
