No Candles...
I want to practice wicca but I live in a dorm that doesn't allow candles. Are there spells/rituals that don't need candles?

Candles are lovely, but they aren't a necessity. If you want to do something that would typically involve various colors of candles, you can look at what the work is pertaining to, and choose substitutes that you feel would be appropriate. Intention is usually more important than specific tools in my opinion.

Substitute LED/battery candles because
electricity is the Fire element. They come in taper, tea-light &'pillars & assorted colors & with timers. Instead of dressing the candle place a “dressed” i.e., anointed and psi charged sigil or a petition paper under the candle & set the timer⏲. When it times out the spell is done. Most candle timers will automatically relight & repeat daily unless you shut it off. Auto relight can be useful for multi-day spells. Reuse the LED candle anyways.
Substitute aerosol spray for smoking incense (which is also banned in dorms). The Air element includes mist. Lemon & mint are associated with Air. Mix one or both with H2O in a small spray bottle. Lemon and mint extracts (in alcohol) are sold in the baking isle of most grocery stores.
Circles use a formula of cleanse, bless, cast. Use a folk magic method to cleanse:
sweep around widdershins
. Spritz an aerosol to bless. Walk deosil
, breathe-point-&-push to cast circle. That’s all there is to it. No quarter candles and calling quarters is optional but if you do then remember to dismiss what you call and farewell deity before breaking the circle which dissipates when walked through.

9-knots, Witch's ladder, mojo bag/
spell packet,
stone-stroking,
drawing sigils,
mandala coloring books, potions &
brewhaha’s. Any electric hot pot heats water for brewing potions & tea in a mug. The ingredients in Bigelow Constant Comment tea banishes negativity, so it has magical uses! Think outside the box - dorm living is challenging but not impossible

When I cast my circle I don't use candles, I use 4 stones marking out north east south west. The tools while helpful arent important. I am slowly getting my altar together but it will be a portable one.

Build a starter kit
. Rosemary
is all-purpose, tobacco
subs for baneful herbs, rose petals
for any flower, pharmacy “sweet oil” for anointing. Salt
is the go-to purifier. Rock Quartz
is all purpose, wheat
or bread
as offerings.

. Check graveled paths, hobby, landscaping & garden stores.
