There are some theories as to how these eye agates develop but no one knows for sure. I have a good book that explains some theories how the agates (both eye and banded) are formed. One theory is that when the first chalcedony layer of an agate, often known as the husk, forms very differently than the interior bands. Instead of forming as a layer of chalcedony fibers, the outermost layer develops when silica molecules begin to nucleate, or accumulate, at various points along the outer walls of the vesicle. This initiates the growth of chalcedony spherulites which are tiny spheres composed of chalcedony fibers.
